Since doctoral degrees usually require several years of education, it is generally assumed that students do not have the time to devote to this course of study full-time, and may find it hard to balance work and school if they have to report to a classroom at a specific date and time.

And while students may have to complete exams by a certain date and time, the requirement to be online at a scheduled time is not a requirement.
